讓干部習慣在受監督和約束的環境中工作生活

有(you)效(xiao)的(de)自(zi)我約(yue)束,離不(bu)開外(wai)部(bu)制(zhi)度設計、社會(hui)道德約(yue)束等他律(lv)(lv)作為保(bao)證。習(xi)近平總書(shu)記強調,每一(yi)個共(gong)產黨(dang)員(yuan)(yuan)(yuan)(yuan)特(te)(te)別是領(ling)導(dao)干(gan)(gan)(gan)(gan)部(bu)都要“增強紀律(lv)(lv)意識(shi)、規(gui)矩意識(shi),進一(yi)步養成在受(shou)監督和約(yue)束的(de)環境(jing)中工作生活的(de)習(xi)慣”。中央辦公廳近日印發的(de)《關于(yu)在全黨(dang)開展黨(dang)紀學習(xi)教育的(de)通知》明確提(ti)出黨(dang)員(yuan)(yuan)(yuan)(yuan)特(te)(te)別是黨(dang)員(yuan)(yuan)(yuan)(yuan)領(ling)導(dao)干(gan)(gan)(gan)(gan)部(bu)要“搞(gao)清(qing)楚(chu)黨(dang)的(de)紀律(lv)(lv)規(gui)矩是什么,弄明白能(neng)干(gan)(gan)(gan)(gan)什么、不(bu)能(neng)干(gan)(gan)(gan)(gan)什么,把遵規(gui)守紀刻印在心,內化為言行準則,進一(yi)步強化紀律(lv)(lv)意識(shi)、加強自(zi)我約(yue)束、提(ti)高(gao)免疫能(neng)力”。這既為做細做實黨(dang)員(yuan)(yuan)(yuan)(yuan)干(gan)(gan)(gan)(gan)部(bu)的(de)全方位管理和經(jing)常性監督指(zhi)明了(le)方向和目(mu)標,也對黨(dang)員(yuan)(yuan)(yuan)(yuan)干(gan)(gan)(gan)(gan)部(bu)養成自(zi)覺接受(shou)各方面監督和加強自(zi)我約(yue)束習(xi)慣提(ti)供了(le)方法和路徑。

監(jian)(jian)(jian)督(du)(du)和(he)約(yue)束如(ru)同(tong)行(xing)駛中的(de)安全帶和(he)登山時的(de)防護索,是一(yi)(yi)種對黨員(yuan)干(gan)部(bu)如(ru)影隨形的(de)愛護。當前,有少數(shu)人仍然存在不(bu)敢監(jian)(jian)(jian)督(du)(du)、不(bu)愿監(jian)(jian)(jian)督(du)(du)、害怕監(jian)(jian)(jian)督(du)(du)、拒絕監(jian)(jian)(jian)督(du)(du)等(deng)問題,把監(jian)(jian)(jian)督(du)(du)看成同(tong)自己“過不(bu)去”“找(zhao)茬子”,感到(dao)(dao)“丟(diu)面子”“失威信”。這源于對監(jian)(jian)(jian)督(du)(du)的(de)本質(zhi)認識不(bu)清(qing)。從(cong)(cong)近些年查處的(de)案例來看,從(cong)(cong)“好干(gan)部(bu)”到(dao)(dao)“階下囚(qiu)”,都有一(yi)(yi)個從(cong)(cong)量變到(dao)(dao)質(zhi)變、從(cong)(cong)小節到(dao)(dao)大錯的(de)過程,如(ru)果監(jian)(jian)(jian)督(du)(du)嚴(yan)格及(ji)時一(yi)(yi)點、約(yue)束有效(xiao)到(dao)(dao)位(wei)一(yi)(yi)點,很多人不(bu)至于犯大錯誤(wu)、出大問題。讓干(gan)部(bu)習慣在受監(jian)(jian)(jian)督(du)(du)和(he)約(yue)束的(de)環境中工作生活,才(cai)(cai)能更(geng)好地(di)控制言行(xing)、抵(di)住(zhu)誘(you)惑、守(shou)住(zhu)底線、及(ji)時糾偏,才(cai)(cai)會(hui)更(geng)清(qing)醒、更(geng)理智(zhi)、更(geng)謹慎,才(cai)(cai)能在監(jian)(jian)(jian)督(du)(du)和(he)約(yue)束中成長成才(cai)(cai)。

能否主動(dong)適應監(jian)督(du)(du)(du)(du)、把(ba)自(zi)(zi)覺接受監(jian)督(du)(du)(du)(du)作為(wei)一種習慣,體現的是(shi)黨員干(gan)部的底氣和(he)自(zi)(zi)信,也(ye)是(shi)黨員干(gan)部的基(ji)本素(su)質。一個(ge)理想(xiang)信念堅定、作風干(gan)凈的共產黨人是(shi)不(bu)懼(ju)怕監(jian)督(du)(du)(du)(du)的,黨員干(gan)部決(jue)不(bu)能拒絕監(jian)督(du)(du)(du)(du)、逃避監(jian)督(du)(du)(du)(du),要(yao)把(ba)監(jian)督(du)(du)(du)(du)視為(wei)最(zui)大的關(guan)心(xin)、最(zui)好(hao)的保護、最(zui)真誠的幫(bang)助,自(zi)(zi)覺將自(zi)(zi)己置身于(yu)(yu)監(jian)督(du)(du)(du)(du)之中(zhong)。如果心(xin)如明鏡、襟懷坦白(bai)、行(xing)為(wei)磊落(luo),自(zi)(zi)然(ran)能夠從(cong)容坦然(ran)地正確對待監(jian)督(du)(du)(du)(du)、主動(dong)歡迎監(jian)督(du)(du)(du)(du)、樂于(yu)(yu)接受監(jian)督(du)(du)(du)(du)。

隨(sui)著制(zhi)度(du)籠子的(de)(de)扎緊、懲戒措施(shi)的(de)(de)形成(cheng)(cheng),個別領導干(gan)部(bu)身上出現(xian)了“為(wei)(wei)(wei)官不(bu)(bu)為(wei)(wei)(wei)”的(de)(de)現(xian)象。在工作(zuo)中(zhong),有(you)的(de)(de)怕失誤、怕冒險,不(bu)(bu)敢面(mian)對矛盾,不(bu)(bu)敢果(guo)斷決策,寧肯不(bu)(bu)干(gan)事(shi)(shi),但求不(bu)(bu)出事(shi)(shi);有(you)的(de)(de)機械照章(zhang)辦(ban)事(shi)(shi),只依法不(bu)(bu)辦(ban)事(shi)(shi),擔心干(gan)得越多犯錯越多。產生(sheng)這種(zhong)心理包袱,既有(you)思想認識不(bu)(bu)到位(wei)的(de)(de)緣故,也有(you)監(jian)(jian)(jian)督(du)(du)問責(ze)手段運(yun)用不(bu)(bu)科學(xue)的(de)(de)因(yin)素。黨的(de)(de)二十大(da)報(bao)告指出,“堅持(chi)嚴管(guan)和厚(hou)愛相結合,加強對干(gan)部(bu)全方位(wei)管(guan)理和經常(chang)性(xing)監(jian)(jian)(jian)督(du)(du),落實‘三個區分(fen)(fen)開來’,激勵干(gan)部(bu)敢于擔當、積極作(zuo)為(wei)(wei)(wei)”。監(jian)(jian)(jian)督(du)(du)的(de)(de)目的(de)(de)是規范用權、推(tui)動(dong)工作(zuo),決不(bu)(bu)能(neng)因(yin)為(wei)(wei)(wei)監(jian)(jian)(jian)督(du)(du)而不(bu)(bu)行使權力(li)、承擔責(ze)任,更不(bu)(bu)能(neng)因(yin)為(wei)(wei)(wei)監(jian)(jian)(jian)督(du)(du)而不(bu)(bu)敢作(zuo)為(wei)(wei)(wei)、不(bu)(bu)敢擔當。讓(rang)干(gan)部(bu)習慣(guan)在受(shou)監(jian)(jian)(jian)督(du)(du)和約束的(de)(de)環境中(zhong)工作(zuo)生(sheng)活,既要加強思想引導和紀律(lv)教育(yu),又要持(chi)續深(shen)化容錯糾錯工作(zuo),給予實干(gan)奮進者充分(fen)(fen)的(de)(de)溫(wen)暖、關懷和信任,讓(rang)干(gan)部(bu)放(fang)下思想包袱、消除心理顧(gu)慮(lv),幫助他(ta)們在審慎運(yun)用手中(zhong)權力(li)的(de)(de)同時,也善于從監(jian)(jian)(jian)督(du)(du)中(zhong)汲取智慧、獲得能(neng)量,把監(jian)(jian)(jian)督(du)(du)的(de)(de)壓(ya)力(li)轉化為(wei)(wei)(wei)干(gan)事(shi)(shi)創業的(de)(de)動(dong)力(li),成(cheng)(cheng)為(wei)(wei)(wei)想干(gan)事(shi)(shi)、能(neng)干(gan)事(shi)(shi)、干(gan)成(cheng)(cheng)事(shi)(shi)的(de)(de)好干(gan)部(bu)。
